JAKARTA – Untuk mencegah penyebaran sekaligus men-sterilkan seluruh ruangan di Gedung Komisi Pemberantasan Korupsi (KPK) dari virus Corona atau Covid-19, Komisi Pemberantasan Korupsi (KPK) akan menerapkan sistem work form home (WFH) atau bekerja dari rumah selama 3 hari kerja, terhitung Senin 31 Agustus hingga Rabu, 2 September 2020.
Keputusan ini diambil dalam rapat pimpinan bersama jajaran eselon I dan II KPK, setelah Jum’at 28 Agustus kemarin, jumlah pegawai yang positif Vovid-19 bertambah menjadi 23 orang dan 1 orang tahanan KPK juga terpapar virus tersebut.
Pemeriksaan atau test Covid-19 di internal KPK sudahsering dilakukan, dimana bagi pegawai yang hasil testnya reaktif langsung kita isolasi mandiri dan dilanjutkan test swap lalu perawatan.
Pada awal pandemi mewabah di Indonesia, KPK telah melakukan upaya pencegahan dengan menerapkan protokol kesehatan, pemeriksaan dengan rapid test dan mengatur pembatasan waktu kerja (WFH) dengan pembagian 50 – 50.
Selanjutnya KPK menggelar rapid test gelombang kedua, kerjasama dengan Balai Besar Kesehatan Jakarta yang hasilnya baru kami terima 3 hari kemudian.
Untuk lebih memastikan kesehatan pegawai, kami melakukan 2 kali swap test dengan kerjasama tim Kemenkes dan RSPAD.
Pertama terhadap 79 pegawai lantai 15 dan ini dilakukan setelah terkonfirmasi 2 pegawai positif Civid-19 (1 dari sespripim dan 1 dari KKSP). Adapun hasil dari 79 pegawai yang diperiksa swap, semuanya negatif.
Selanjutnya swap test tgl 27 agustus 2020 terhadap 147 pegawai Direktorat Penyidikan di lantai 9 dan 47 pegawai biro umum dengan hasil 10 positif (4 dari Direktorat Penyidikan dan 6 orang dari biro umum).
Ini perlu saya sampaikan bahwa KPK telah bekerja untuk mengantisipasi sekaligus melindungi seluruh pegawai dari virus Corona sejak awal pandemi dan hingga saat ini.
Akan tetapi, saya pastikan tugas dan kewajiban kami sebagaimana diamanatkan oleh Undang-Undang sebagai ujung tombak pemberantasan korupsi di indonesia, tetap berjalan, tidak akan berhenti hanya karena pandemi ini.
Kami pimpinan dan sejumlah pegawai khususnya dari Kedeputian Penindakan, akan tetap bekerja di kantor karena ada sejumlah pekerjaan yang memang tidak bisa dilakukan dari rumah.
Rekan-rekan yang bertugas di penindakan (penyelidikan, penyidikan, penuntutan, eksekusi) saat ini tetap bekerja walau harus menghadapi risiko COVID-19.
Mereka tetap melakukan kegiatan di beberapa daerah provinsi, mencari dan menemukan peristiwa korupsi, meminta keterangan para saksi dan melakukan penggeledahan untuk mencari serta mengumpulkan barang bukti.
Kinerja Bidang Pencegahan juga tidak terpengaruh oleh pandemi ini, dimana sejumlah program untuk mencegah terjadinya kejahatan korupsi tetap berjalan seperti biasa, salah satunya upaya penegahan korupsi anggaran penanggulangan pandemi Covid-19.
KPK telah mengidentifikasi 4 potensi korupsi pada penanganan COVID19, sekaligus membuat 4 Langkah Antisipasi yang dilihat juga di aplikasi JAGA BANSOS KPK, yaitu:
1. Potensi Korupsi Pengadaan Barang/Jasa mulai dari kolusi, mark-up harga, kickback, konflik kepentingan & kecurangan.
Antisipasinya, KPK mengeluarkan SE No.8 Th 2020 tentang Penggunaan Anggaran Pelaksanaan Barang/Jasa dlm Rangka Percepatan Penanganan Covid-19 Terkait Pencegahan Korupsi.
Isi dari SE tersebut adalah memberikan rambu-rambu pencegahan untuk memberi kepastian bagi pelaksana PBJ hingga mendorong keterlibatan aktif APIP dan BPKP untuk melakukan pengawalan dan pendampingan proses pelaksanaan PBJ dengan berkonsultasi kepada LKPP.
2. Potensi korupsi filantropi/sumbangan pihak ketiga.
Kerawanan pada pencatatan penerimaan, penyaluran bantuan & penyelewengan bantuan. Upaya pencegahan: KPK menerbitkan panduan berupa Surat KPK Nomor B/1939/GAH.00/0 1-10/04/2020 tentang Penerimaan Sumbangan/Hibah dari Masyarakat. Ditujukan kepada Gugus Tugas dan seluruh kementerian/lembaga/pemda.
3. Potensi korupsi pada proses refocusing dan realokasi anggaran Covid-19 untuk APBN dan APBD.
Titik rawannya terletak pada alokasi sumber dana dan belanja serta pemanfaatan anggaran.
Upaya pencegahan: Koordinasi, monitoring perencanaan refocusing/realokasi anggaran, dan memberikan rekomendasi kepada Kementerian/lembaga/pemda apabila menemukan ketidakwajaran penganggaran atau pengalokasian.
4. Potensi korupsi penyelenggaraan bantuan sosial (Social Safety Net) oleh pemerintah pusat dan daerah. KPK mengidentifikasi titik rawan pada pendataan penerima, klarifikasi dan validasi data, belanja barang, distribusi bantuan, serta pengawasan.
Upaya pencegahan: mendorong Kementerian/Lembaga/Pemda untuk menggunakan DTKS sebagai rujukan pendataan penerima Bansos dan mendorong keterbukaan data penerima Bansos serta membuka saluran pengaduan masyarakat.
Insya Allah upaya ini dapat menutup semua celah atau potensi anggaran penanggulangan pandemi Covid-19 yang berasal dari uang rakyat
Kembali saya ingatkan, jangan pernah berfikir, coba-coba atau berani korupsi dana bansos. KPK pasti akan mengambil opsi tuntutan hukuman mati seperti tertuang pada ayat 2 pasal 2 Undang-Undang Nomor 20 Tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi, yang berbunyi: “Dalam hal tindak pidana korupsi sebagaimana dimaksud dalam ayat (1) dilakukan dalam keadaan tertentu, pidana mati dapat dijatuhkan.”
Kondisi pandemi Covid-19 tentunya masuk atau memenuhi unsur ‘dalam keadaan tertentu’ sesuai yat 2 pasal 2 Undang-Undang Nomor 20 Tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi, sehingga hukuman mati layak menjadi hukuman bagi pelaku koruptor Bansos.
Miris, sangat kejam dan sungguh tega apabila bansos ditengah pandemi seperti ini, masih saja di korupsi untuk kepentingan sendiri.
Orang yang berani korupsi jelas tidak beriman. Ketamakan dan nafsu membutakan mata, menutup rapat daun telinga dari pilu nyaring jeritan pedih saudaranya.
Saya teringat pesan sahabat Rasulullah SAW, Ali bin Abi Thalib RA, yang menyatakan bahwa dia yang bukan saudaramu seiman, adalah saudara mu dalam kemanusiaan.
Dalam kesempatan ini, saya kembali mengingatkan kepada kita semua bahwasanya virus Corona memang tidak kasat mata, tapi keberadaannya nyata dan sudah banyak menelan korban jiwa.
Dimulai dari diri sendiri, Perbanyak amal dan ibadah, selalu berdoa dan gelorakan semangat anti korupsi, jaga diri dengan menerapkan pola hidup sehat, jaga jarak, gunakan masker, selalu cuci tangan dan bawa selalu handsinitizer, Insya Allah dapat mengindari kita terpapar virus Corona.#[JMSI]
