Pagi ini saya bangun lebih awal, tepat jam 04.19 Wita. Setelah meneguk air putih ingatan akan rencana untuk menulis tentang Kearifan Lokal yang berbudaya dan Mengelola Potensi Perikanan Daerah melintasi pikiran. Dengan keterbatasan saya yang baru belajar menulis, saya yakinkan diri untuk menulisnya. Semangat untuk menulis tulisan ini tidak serta merta muncul. Pikiran saya dirangsang ketika membaca tulisan yang diposting beberapa minggu yang lalu di media Online tentang Kearifan Lokal yang Berbudaya dan juga tulisan lain yaitu Industrialisasi Bidang Perikanan : Solusi Maksimalkan Potensi Daerah.
Kearifan lokal bukanlah konsep baru dalam perkembangan masyarakat Indonesia.15-an tahun belakangan ini sering muncul istilah kearifan lokal (local wisdom) sebagai bentuk nilai-nilai yang berkembang pada masyarakat dalam upaya mempertahankan nilai luhur yang dianut. Pada umumnya gagasan tentang kearifan lokal dipahami sebagai bentuk indigeneus ideas yang bersifat pribumi dan condong kepada isu identitas, suku budaya dan sosial politik.
Mengutip penggalan tulisan Sularso (Akademisi UAD Yogyakarta) melalui perilaku kongkrit, nilai-nilai kearifan lokal diharapkan dapat tetap hidup dan menghidupi masyarakatnya. Bahkan kearifan lokal dapat menguatkan aspek etika atau moral individu masyarakatnya. Hal ini cukup relevan mengingat masyarakat dalam menyelenggarakan kehidupan tidak dapat terlepas dari pengaruh lingkungan tempat mereka hidup, hubungan timbal balik dan kait mengkait antara nilai filosofis dan cita-cita kolektif masyarakat. Bahkan kondisi sosial masyakat. Kehidupan tradisi, keadaan alam serta latar belakang sejarahpun turut memberikan pengaruh atas sikap dan cara pandang.
Pada aspek etika lingkungan, sebagaimana yang diterangkan Wibowo (1994) menjelaskan betapa ampuhnya sistem pengetahuan lokal, yang terakumulasi dan mempunyai peran sangat besar sepanjang sejarah hidup manusia yang merupakan bagian integral dari alam dan sistem kepercayaan, serta lebih banyak memberikan penekanan terhadap kesimbangan lingkungan alam (environtment equilibrium). Terbesit tanya bagaimana dengan tradisi “Malabot tumbe, Banggai sebagai daerah penghasil perikanan tangkap juga sebagai daerah yang luas wilayah lautannya 94,37%. Di lain kesempatan saya akan menjabarkan kembali bagaimana demarkasi yang jelas antara tradisi sebagai bagian dari kearifan lokal dan kebutuhan saat ini untuk mengembangkan kearifan lokal tersebut sebagai sesuatu yang lebih relate dengan kondisi saat ini serta bersinergi pada bangunan hukum daerah dan bangunan hukum nasional sebagai landasan gerak pembangunan yang berkelanjutan.
Mencermati tulisan tentang Kearifan Lokal yang Berbudaya sebagai sorotan dari platform salah satu kandidat pada perhelatan politik di Pemilihan Kepala Daerah Kabupaten Banggai Laut tahun kemarin memberikan kesan penilaian sepihak saja. Padahal jika kita review kembali ingatan kita pada Pilkada kemarin arti platform kearifan lokal yang berbudaya telah disampaikan pada hampir setiap ajang kampanye maupun debat kandidat.
Semoga anda memahami ilustrasi singkat paragraf ini bahwa Kearifan lokal yang berbudaya sebagai sebuah visi yang artinya cita-cita akan masa depan masyarakat Banggai Laut merupakan tonggak yang telah dicanangkan oleh pemerintahan daerah saat ini, secara gamblang ilustrasi sederhananya Ibarat membangun candi yang stupanya adalah pengelolaan perikanan, pariwisata, pembangunan SDM dll, maka saat ini kita sedang mengumpulkan batu untuk membangun candi itu, memperkuat dasar sebagai syarat utama candinya kokoh! Membangun dasar yang kuat dengan mengarahkan prioritas pembangunan pada pemanfaatan sumber daya alam (SDA) dan sumber daya manusia (SDM) untuk digunakan sebaik-baiknya untuk membangun stupa-stupa kesejahteraan masyarakat Kabupaten Banggai Laut.
Ilustrasi kedua, anda mesti memahami apa yang dimiliki daerah ini atas sumber daya yang dapat dikelola secara progresif sehingga dapat menyumbang PAD Daerah. Kekayaan SDA Kabupaten Banggai Laut yang hampir keseharian kita saksikan adalah hasil produksi perikanan tangkap. Pada tahun 2016 Dinas Perikanan dan Kelautan Provinsi Sulawesi Tengah menerbitkan data hasil produksi perikanan tangkap di setiap Kabupaten. Kabupaten yang paling tertinggi hasil produksinya adalah Kabupaten Poso dengan hasil 53.935 ton. Sementara pada tahun yang sama, data BPS : produksi perikanan tangkap Kabupaten Banggai Laut berjumlah 68.863 ton, kemudian tahun 2017 : 72.463 ton, 2018 : 77.066 ton dan tahun 2019 : 78.543 ton. Sehingga memberikan kesimpulan bahwa hasil produksi perikanan tangkap kita lebih tinggi dari Daerah Kabupaten lainnya di Sulawesi Tengah.
Potensi SDA di sektor Perikanan sangat melimpah, besarnya potensi pengelolaan produksi perikanan ini sayangnya tidak diikuti dengan infrastruktur pendukung yang memadai. Misalnya saja Pelabuhan Pendaratan Ikan (PPI) yang berlokasi di Mato, pembangunan PPI tersebut malah dibangun melalui alokasi anggaran APBN. Sejak tahun 2018 Pemerintah Pusat melalui anggaran APBN mengucurkan anggaran untuk pembangunan infrastruktur perikanan di Kabupaten Banggai Laut hingga tahun 2020. Sementara Pemerintah Daerah sama sekali tidak meliriknya. Kita juga belum mempunyai infrastruktur Tempat Pelelangan Ikan (TPI) padahal retribusi PAD Kabupaten Banggai Laut di Sektor perikanan sejak tahun 2016, 2017, 2018, 2019 hingga tahun 2020 lebih besar dari hasil retribusi TPI. Fasiitas TPI tidak ada tapi retribusinya berjalan. Saya juga kurang “mengerti” bagaimana mekanisme tersebut dilaksanakan oleh Pemerintah Daerah. Baru pada tahun 2021 retribusi TPI direkomendasikan oleh BPK untuk tidak dilaksanakan.
Langkah program kongkrit dalam pengelolaan potensi perikanan tangkap yang besar adalah Program 1000 perahu Fiber untuk masyarakat. Tidak cukup hanya dengan itu, infrastruktur lainnya pun juga perlu seperti pembangunan gudang beku (Cold storage) sebagai variabel pendukung dari produksi perikanan tangkap yang melimpah. Namun sayangnya untuk merealisasikan program tersebut berbagai kendala bermunculan mulai dari kemampuan dan tenaga APBD yang rendah sampai pada regulasi pengawasan perikanan yang diambil alih oleh Provinsi. Tidak cukup sampai disitu kendalanya, berbagai masalah korupsi dan perencanaan pada APBD tahun sebelumnya yang amburadul berimbas pada pelaksanaan dan realisasi program tersebut mandek.
Tapi tentu saja setiap usaha yang tulus tetap akan diberikan jalan, realisasi program 1000 perahu fiber untuk masyarakat dan pembangunan gudang beku Cold storage di Kecamatan Labobo, Bangkurung dan Bokan Kepulauan tetap akan terus diupayakan realisasinya oleh Pemerintah Daerah. Rencana audiensi dengan Kementerian Koordinator Maritim dan Investasi dalam rangka permohonan bantuan 1000 perahu fiber dan gudang beku sebenarnya akan diselenggarakan pada bulan Agustus mendatang tetapi karena situasi Covid-19 maka sepertinya akan dijadwalkan kembali. Program-program tersebut sebagai dasar pembangunan seperti pada ilustrasi Candi diparagraf sebelumnya sebagai bentuk tanggungjawab dalam mewujudkan visi Kearifan Lokal yang Berbudaya
